The complainant has requested details of the data fields on the National Ballistics Intelligence Service (“NABIS”) database from the National Police Chiefs’ Council (“NPCC”). The NPCC refused to provide the requested information citing 31(1)(a)(b) (law enforcement) and 24(1) (national security) of the FOIA. It subsequently revised this and cited section 12(1) (cost of compliance) to refuse to deal with the request.
