However, the Commissioner finds that the Council breached regulation 5(2) of the EIR in failing to provide all of the requested information within the required timescale. The Commissioner also finds that the Council breached regulation 11 of the EIR by failing to carry out an internal review within the statutory time limit. The Commissioner does not require any steps to be taken.
